2006 Budget

Upper Uwchlan Township’s 2006 budget is very dynamic! Below you can see pie charts outlining our revenues and expenses. But what you can not see are the projects planned to take place this year. The above charts do not include the planned borrowing by design. The borrowing will only happen if the projects take place; not wanting the proposed $4.1 million to dwarf real expenses or revenues the projects and borrowing were eliminated from both sides, but debt service is included on the expense chart. When the projects and borrowing is added in, our budget totals $11,422,331, a 50% increase over 2005, but without a tax increase to our residents!

Below is a chart outlining the projects proposed in the 2006 budget that we expect to borrow funds to accomplish. As you can see, there are some funds already on hand for some of the projects. These funds have mainly been collected from development to help fund needed amenities and improvements to the Township.

Municipal Tax Comparison

Real Estate Taxes
Local real estate taxes to be paid by a family living in a $300,000 home. Millage as of January 1, 2006:

  • Chester County 3.558 mills (14%)
  • Downingtown Area School District 20.85 mills (82%)
  • Upper Uwchlan Township 1.034 mills (4%)
  • Total 25.442 mills (100%)

The real estate taxes of 25.442 mills multiplied by the fair market value of a $300,000 home equals $7,632.60.
Of the total annual real estate taxes of $7,632.60 to be paid by the property owner, Chester County will recieve $1,067.40.
The Downingtown Area School District will recieve $6,255.00, and Upper Uwchlan Township will receive $310.20.

Earned Income Taxes
Area Residents are also accessed an Earned Income Tax. 1% of all wages earned is collected by Berkheimer Associates and which is shared equally between the school district and the township.
Households with a yearly gross income of $85,000 would pay $850.00.

  • 1/2 of 1% to Downingtown Area School District = $425.00
  • 1/2 of 1% to Upper Uwchlan Township = $425.00

Total Local Taxes
The annual total of all local taxes; county, school and township, to be paid by a family living in a $300,000 home and with a household income of $85,000 a year totals $8,482.60. Upper Uwchlan Township will receive $735.20 or less than 9% of the total taxes paid.
